$ {(a - b)^2} = {a^2} - 2ab + {b^2} $
In this case $ a = x,b = - 9 $ , by applying the formula and substituting the values, we get

$ \Rightarrow {x^2} - 18x + 81 $ ,
Also remember that
$ {( - 9)^2} = - 9\times - 9 = 81 $
