The given expression is $ 6{x^2} + 7x - 3 $ .
Dividing the whole expression by 6 then we get,

\Rightarrow \dfrac{{6{x^2}}}{6} + \dfrac{{7x}}{6} - \dfrac{3}{6}\\
\Rightarrow {x^2} + \dfrac{{7x}}{6} - \dfrac{1}{2}

The given expression has the degree of 2, as the highest exponent in the expression is 2. Now we check the end terms of the expression which are $ {x^2} $ and $ \dfrac{1}{2} $ .
