When a body starts moving in a circular motion then the force which keeps the body in circular motion called centripetal force which acts inwards towards the centre of the circular path and at the same time a force acts in the outward direction just opposite to that of centripetal force which try to throw the body in opposite direction called centrifugal force.
Therefore, when a cyclist taking turn he also need to bend inward in order to encounter that centrifugal force which try to throw him away from the turn and whereas when car takes the turn then the passengers which were at rest with respect to car experiences that centrifugal force and thrown outwards.

Note: It should be noted that, in a car all the mechanical and physical parts of the car experiences the centrifugal force just as the passengers feels but for a cyclist to take turn safely he also need to bend inwards otherwise he will feel an outward force which makes the cyclist fall.
